dc.description.abstract |
The research seeks to explore the efforts implored by Local Authorities to improve ethical standards in
Zimbabwean Local Authorities. The researchers employed a mixed method approach that is combining both
qualitative and quantitative research methods but dominantly qualitative in nature. Purposive sampling was
used to identify research participants basing on experience and expertise in the study. Sources of data used
include secondary source that is desk research study. Primary data were gathered through questionnaires and
interviews. Notable research findings of the study revealed that, audits, monthly reports on service delivery, Full
Council meetings, Human Resource (HR) Policies, circulars and directives from the Ministry of Local Government,
Rural and Urban development are some of the efforts employed by local authorities to improve efficiency and
effectiveness. However, the study gathered that the Socio-Political and Economic environment have however
short-changed the efforts local authorities are putting in place to upheld good ethical standards within
local council officials. Recommendations were that council should establish a workable code of ethics/conduct,
conduct ethics training, promote anti-corruption education/campaigns, separation of politics and administration
dichotomy and pay employees in time to ensure effectiveness and efficiency among local council officials in
